I'm thinking of adding two gussets on the driver side for the ease of ingress and egress of the racecar. My question is, do these small bar gussets need to be welded 360 deg?

Im gonna say no. They arent structural- but you'll want to make sure a tech inspector can view your welds where the A & B pillar bars intersect the front cross bars.
