Two reasons they are different:

1. Easy access to scales at the track prior to official tests
2. Free to check weight

It is expensive, hard on the car, and time consuming to dyno on a given weekend to check compliance prior to official measurements.

I don't necessarily object to a hard limit but scales and dyno are nowhere near the same.

scales are much different than dyno's.

Scales are very often out of calibration. At Buttonwillow, several years ago, the scales were off by about 30 pounds. Enough people had the problem that they ignored our underweight cars for that session but made us put ballast in for the rest of the weekend.

What that taught was to go to the "official" scales on Saturday before quali and check your car and adjust to whatever they are for that weekend. As Steve said - Free and Easy and that is a big difference to dyno's.

By the way, there is a 5 pound "forgiveness" for the first time you go on the scales for the weekend.

It's a CCR rule, not 944 Spec:

17.8 Minimum Weight
Each driver shall be given a standard five (5.0) pound leeway under the minimum published weight for their car
during the first time (voluntary or not) the car is weighed for that event. After the initial weighing, the competitor
must meet the exact published weight with zero (0.0) pounds leeway for the remainder of that event. This
policy should compensate for any discrepancies between scales, margin of error, and imperfections in ground
surfaces. No other tolerance will be given.
